you can tease the underneath or there is a new product i saw on tv it actually helps makes bumps like that, i dont know what its called but its ment for hair, you can search it, it was on an informertal.
tease it. and the thing the person above is talking bout is called the bump it, and it looks reallllyyyyyyy stupid.
hairspray and backcombing. :)
